The articles says that Congress is pressuring the IRS to step up enforcement efforts. It is my impression from the article that it is not Congress that is devising the "strategy" for doing so, but the IRS. And of course, the easiest place to step up "enforcement" is to look for non-compliance with the gambling reporting rules, which are too vague to allow consistent proper comliance by even the most conscientious taxpayer.
Don't forget "step up enforcement" translates to "collect more money" and that's what the "strategy" will really be about.
