That's correct. They are Lottery VLTs. If you try throwing away a winning
hand, you will either be redealt it on the redraw or the bonus card will match
and you will win that amount. I tried that several times on similar machines
that were installed at Monticello Raceway in upstate New York.
The amazing thing is that there were people waiting in line to play them.

I believe the video poker devices you are describing are VLT's. The payback
percentage on VLT's is whatever the programmer chooses and is unrelated to the
stated paybacks for specific hands. (In other words, there is no RNG.)
