Thanks for your thoughtful reply.I have Winpoker but I do not know how to
change the RF payout other than trial and error.This is too much for my aging
brain.I would love to find a book or on the subject.

a very approximate rule is to add $400 (quarters) for each one
percent. This assumes that the cycle drops to 32,000, which it
doesn't do, but it does drop to 33-35,000 and the $400 will get you
close.

I just posted a very long, detailed explanation with several examples in several of these VP groups. You can find it under my name. In a nutshell, check the ER values for the 3-Royal on the normal paytable. Subtract it from the ER for the top hand, such as Hi-Pair. Multiply that figure by 1081 to find your adjustment in 'coins' (not dollars), and add that to the number of coins normally paid for the Royal. That is your transition point, and is probably a decimal value. Below that you play the normally recommended hand, such as a Hi-Pair, and above that point you would throw away the Hi-Pair and keep the 3-Royal.
