It's been awhile since I played at Main Street and you are right, base cash back is much less than 0.001. I gave my answer since he implied that he was getting 0.002 and I assumed wrongly that he played the best vp there. Thank you for correcting me.

I think base IS .001. I only meant that for full pay DB they penalize you by cutting it to a third of that.
Either way, I like the place. And the scratchers are a nice addition.
