NSUD's base game is 99.7283% per Frugal, Winpoker, VPTutor, VPEXACT (only
shows three decimals)etc.
The 99.62% is probably from 16-11-800 Double Deuces (99.621% on VPEXACT).
I play a lot of NSUD but the best Super Times Pay game in the Chicago Area
(where I am from) is 9-6 jacks.
IL (now) and IN enforce a law that no game (before progressive) can be over
100% so Super Times Pay NSUD
is just barely over. (IL used to have 10-7DB with a 0.25% progressive but
not anymore.)
By the way, I got 8" of snow two days ago so I am not sorry for your
weather in LV.
