In the mid '90s there was a controversy about having SS numbers as the
drivers licenses. They decided to give people the option. Of course, in
standard bureaucratic fashion, the DMV derived the new number by using a
mathematical formula on your social security number. The formula was fairly
common knowledge, so by knowing it you could decipher the social security
number. I no longer remember the formula, nor do I know if this is still
the case, but I remember that it created quite a stir.
