Unless the sign says all machines pay 98% or more, there is no legal
requirement for more than one machine in the bank to pay back at that
rate. So you could end up sitting at a machine that is set to pay
something like 92%...

Are you sure about this? Harrah's Reno once had a similar very large
98% sign over a slot bank. I was all set to play until I noticed what
I thought was a very tiny piece of lint on the sign. The lint was
actually the words "up to." Very deceitful, if you ask me.

You earn tier and bonus credits much faster at slots than VP...so
given the same expected return for the game, slots will be a much
better game overall...
