If you are dealt a full house, let's say 22233, one of the 3's is
actually considered a penalty card, right? You'll discard one 3 and
the EV is then (FH pays 45, 4OAK/k pays 2000, and 3OAK pays 10)
(2/47)(45) + (1/47)(2000) + (44/47)(10) = 53.8298.
This is the number in the current TDB chart.
But in the case that you're dealt 2223X, you discard the X and the EV
is
(3/47)(45) + (1/47)(2000) + (43/47)(10) = 54.5745 (higher makes sense).
To get the EV of holding three 2-4's, you would take the probability
of being dealt the full house times 53.8298 and add 1 - that
probability times 54.5745...but this would be greater than the chart
value of 53.8298. So it seems like the chart value is too low. Can
somebody enlighten me?

What you seem to want (reasonably) is a weighted average. VPSM does not
provide weighted averages. The way VPSM is set up is it looks at a
"template hand" and tells you the EV of the combination in that
particular case. As your post surmised, the template hand in this
particular case was a full house.

VPSM was the first of strategy-generating programs. It was a big step
forward from having to do it all manually. Frugal Video Poker appears to
use a "weighted average" approach and so will often give you a better
strategy than VPSM --- if you limit yourself to the penalty-free arena.
VPSM, in its Advanced mode, provides a lot of information about penalty
cards (again using a template hand approach) and its Advanced Strategy
is sometimes better than FVP's.

As new programs come out and "stand on the shoulders" of previous ones,
they get better. Most VPSM and FVP strategies may be improved upon ---
even within the "penalty free" limitation. There is no current software
available that produces optimal strategies, although both of the
programs approach that goal in different ways. As new programs come out,
or advances are made to the old ones, these strategies will be improved.
Although there will always be the debate that improving a strategy by
0.001% is making much ado about very little.
