Although that logic makes sense, there have been dollar jokers with $4700 royal jackpots. Twenty-five years ago I played them at the Fabulous El Cortez. In fact when Circus Circus had the dollar jokers for a few weeks 2 months ago, 3 of the approximately 14 machines had $4700 royals on the jokers.
