Sick One says "No Jackpot for You"

Sycuan Casino in East San Diego county has always strived to be a leader in
corrupt and dishonest practices, from their early days of cheating
customers with marked card decks in the 1990's. In keeping with that
tradition of disregard for state and federal laws, they have now issued
this mighty interesting disclaimer in the promotions section of their
website:

      *Barred or excluded individuals are not eligible for FREEplay offers,
promotions or *jackpot winnings*.

Aside from the lack of a precise definition of and relationship between the
two terms (is barred a subset of excluded? Or is excluded a softer form of
barred? Or . . . ), it's at least good to know that Sick One can decide
not to pay you your $20,000 royal flush jackpot because, you see, they
annointed you EXCLUDED between hand # 40,389 and 40,390, and you are "no
longer eligible to receive jackpot winnings at this time".

Perhaps one could ask for a declaratory ruling on your status in advance?

"Can I help you?"

"Would you look up my account? Before I play, I'd like to know if I'm
barred, excluded, or platinum."

Not that it really matters, but I believe that "excluded" would be those compulsive gamblers that have either voluntarily or been court ordered to be placed on an exclusion list, are are not allowed to be in a casino.

They are Sovereign. The tribe can only voluntary submit to determination of what "excluded" means. They make their own rules and have their own courts to settle disputes.
