My original "risk of robbery" (6/14, 30202) has generated quite a bit
of discussion. IMO, a VERY GOOD case can be made for legally
requiring casinos to at least offer payment by check to all who
receive W2G's due to the payout on a single wager.
There's a very-definite public interest in deterring and/or
forestalling robberies. Victims are at times injured or worse,
criminal-justice resources must be expended to
arrest/prosecute/punish offenders, etc.
I am advocating ONLY that this be required for single-wager payouts
which result in generation of a W2G. Under such circumstances,
paperwork needs to be created and filed with the IRS in any event;
inclusion of a check number would involve minimal additional effort.
It also "seems logical" that the effort required to properly generate
and hand over a check is somewhat less than that required to securely
hand over the equivalent amount of currency. Especially in view of
the fact that recipients who feel "insecure" are very likely to turn
right around and deposit the currency with casino cashier--returning
later to transfer the money to a bank. (And, if "somewhat annoyed"
concerning casino refusal to pay by check in the first place, very
possibly requesting security-personnel escort to the bank).
One of the simpler approaches would be legislation to the effect
that, should any casino refuse to honor such a request, it becomes
exposed to civil liability for ALL damages arising out of any ensuing
robbery.
