Sales tax on Comps

I don't know if it is the law, but my observation has been that if the casino
owns the outlet, there is no sales tax added. If it is a leased outlet, sales
tax IS added. It has to do with whether money changes hands between the
casino and the outlet.

Example: At the Palms coffee shop/buffet/Garduno's/Little Buddha (all owned
by the Palms), no sales tax when you use your points. At N9NE Steakhouse or
Alize (leased outlets at the Palms), sales tax is added and comes off your
points.

Some casinos do NOT add sales taxes on comps and others DO.
Does anyone know what the law states on this subject?

I had to pay sales tax when using comp points early this year at the buffet in the Las Vegas Hilton.
