He has said that referring to strategies on a phone while playing is illegal, so I assume he’d say that the Russians are violating the law against using a device to aid in gambling.
I was once firmly told by security not to talk on a phone near a machine. To avoid suspicion, it sounds like a good idea to keep phones out of sight while playing.

Ironically, this might make security suspicious that you are secretly recording. I see lots of people gambling and using their smartphone at the same time, and lots of people are recording and posting to youtube and facebook, and lots of people try to time when they hit the spin button. I assume the use of this timing app is rare, for now. Maybe only the Russians have it.
