effective, you haven't said why it became necessary to change
the rule.

Several spammers join vpFREE everyday and attempt to
spam the group, but their message doesn't go through
because all members are moderated until they make a
credible post. However, if uploading was allowed, these
spammers could upload a file and have a message posted
to the group announcing the upload.
IF someone abused the privilege to upload Files or Pictures,
it is not fair to restrict everybody from doing so. That's
what I felt.
There are only two upload options available: allow any
member to upload or don't allow uploading by any member.
