This has been put back into the vpFREE Posting Guidelines:

"7. As a spam prevention measure, no one can upload to the Files
Directory or the Photos Directory on the vpFREE home page unless
they get temporary upload access from the Administrator."

While you refered to the rule change, and the date it became effective,
you haven't said why it became necessary to change the rule.

IF someone abused the privilege to upload Files or Pictures, it is not
fair to restrict everybody from doing so. That's what I felt.
