By law IL (The IL rules are printed in Scobette's Guerilla Gambler.) and IN must be the standard class III random machines. I do not play nearly as much as some of you and had a 29 month RF drought (about 210,000 hands) from Jan 2000 to June 2003. In June 2003 playing 25c Triple Play NSUD I converted a RF holding a RAZGU (Frome term for total trash.). I scored a second royal on the same machine about an hour later. Since then I have been significantly over royaled. Almost all my play is in IN with a little in IL.

Probably not. You are "over-royaled" in Vegas and "under-royaled" in
Illinois/Indiana. You seem to be looking for an explanation for random
events. Sometimes the answer is "that's just the way it is so far."
My experience in Indiana has been the opposite. I've played about 15
hours total at the Majestic Star and hit a $70,000 royal. I played about
two hours at the Horseshoe and was dealt four aces on Super Aces dollar
Ten Play. If I believed that these kind of results would continue, I
would now be playing full time in Indiana. But I don't, so I'm not. I
strongly suspect that if I played enough at these casinos, my results
would "normalize."
I HAVE played enough in Vegas (perhaps 20,000 hours total) that the
number of royals I've received here is close to what I "deserve".
Fortunately, however, Shirley is slightly over-royaled on the 5-coin
Hundred Dollar machines although I'm slightly under-royaled on the
3-coin Hundred Dollar machine. I'll take it.
The machines I played in Indiana were NOT VLTs. They appeared to be
identical in all important aspects to the machines I play in Vegas.
