By one's own sworn statement. If challenged, the statement's credibility
can be enhanced or impeached by other evidence. But sworn statements are
still given weight under US law, even though the IRS, like other law
enforcement officials, tend to believe "everybody lies."
Your tax return is, of course, a sworn statement.
