I wanted to make sure I understand something. If I slip a $5 bill
into a dollar machine and hit a royal for $4000, I didn't win $4000, I
only won $3995, the other $5 was just returned to me. Why do they
make the W2G for $4000?

You are using LOGIC! This is the IRS, remember! Logic and reason have no place when it
comes to tax regulation.

Taxation has been used for "social engineering" for as long as taxes have been collected. Not
only do governments raise revenue via taxation, they also use the technique for "helping" us
to be better people.
