Randomness at the Kiosk

Some of the casino promotions (often in Laughlin) have you chose a spot
on the kiosk for cash or free play or something. For example, The River
Palms in Laughlin has a promotion to get extra free play once/day after
you earn 250 points ($1250).

It seems like we always chose the lowest amount. After you select, it
then shows the values for the other spots that you didn't pick.
So my question is: Are these really random? The range of values also
seems to vary whether I'm selecting for my play or when my wife selects
for her play. Are there any Nevada regulations regarding these
promotions on a kiosk?

I don't play slots but some of the bonus rounds similarly feature
selecting a spot for the bonus amount. Are these random? Any NV
regulations that apply to the slot machines bonus rounds?
