Actually the goverment is tired of propping up the racetrack with casino money. Have you been to any of the small horse racing tracks lately? You will see maybe 100 people betting. The daily handle at some small tracks like Woodstock,Dresden and Clinton is less than 10,000 dollars and if you add up the purses it might be 70,00 for the day. Do the mnath.
Unfortunately horse racing is dying industry. People just don't go and bet anymore and those that do are more of an older clientle. As they die off no one is replacing them.
The goverment is just paying people to race horses. It is like opening a factory and paying people to work there but not selling the product to cover costs. You will soon only see tracks in large comunties like Toronto survive...for now. In due time you will see the same thing happen to usa racetracks.
