I believe the point is that drunk driving in this city is a way of life. The police a week ago set up a test for to see how the new law would affect drunk driving tickets. they pulled over 87 drivers. 64 were over the .08 limit and would have been ticketed. More frightening was 24 were in excess of the then .1 limit then in effect.
Which means about 30% were drunk under any limit and almost 65% I REPEAT 65% were drunk under the national standard and now Nevada standard. Drive in las Vegas at your own risk. If I was a tourist I would be waiting with bated breath for the new monorail to open.

As I recall the story they did not pull over drivers at random, they had a suspicion they might be under the influence. That makes the statistic MUCH less of a problem.
