ok what do they mean? even if 80% of the machines were full pay that would not guarantee the 100% payback...

They mean that 80% of these machines feature at least 1 game with 100% payback - but they neglect to mention that perfect play is required, over the long-term. Nothing is "guaranteed" to the individual player.
