Question.. can the bet affect the cards you are given?

During my first visit to the Bellagio high slot room, waiting for a hand pay
for 4 deuces at minimum bet of $10, but a nice $2,000 surprise, I mentioned
to the attendant that earlier I had hit a RF on a 3 play machine that I was
playing at minimum bet of $3 dollars versus $15. While paying I thought the
odds of that happening and being disappointed were too slim to worry about. He
told me that if I had been playing maximum bet I might not have gotten the
RF.
And a young man I know told me that some machines can be arranged for
different payback averages according to the bet.
Can this be true? I have never heard it mentioned in here.

It's quite common for multi-denomination machines to have different
pay *tables* depending on the denomination chosen. If the machines are
honest the average paybacks had better depend only on your strategy
and the pay table. I'm not trying to provoke a discussion of whether
the machines are honest since that topic has been done to death here.
