question about JoB doubling, etc.

I have two somewhat trivial questions, but they're both driving me
nuts, so I'll ask:

1) Do any Vegas casinos count doubling towards JoB wagering? That'd
be sweet to turn a .5% HA game into a .1-2% (depending on risk
tolerance, of course!) game when I play live VP.

2) Why does Caesar's (IMO, the best hotel/casino in the group) offer
25 cent JoB, while Paris offers $1/2, Flamingo is $5, and Bally's
$25??? It seems counterintuitive; it's almost the crappier the casino
the crappier the JoB!!!
