My head spins too. In Washington State Sierra Design Group makes 8/5 progressive VLTs with a match card feature. I know that Tribal casinos must have a compact with the state for Class III games--the compact specifies both the requirements (RNG or no RNG) as well as the number allowed. Also, players must read the compact between the tribe and the state to be sure whether the machine requires skill or not. It's hard to say what's current without reading the legislation or playing the machine. That's because the compact can change.
