Of course it is a scam. Appealing an assessment is quite simple for the
average homeowner, at least in Michigan and probably almost everywhere else.
All you need to do is file the appeal, then come up with a list of
recently sold properties in your immediate area for somewhat similar properties,
to be presented to the assessor's office. If you have a Realtor friend
(and who doesn't?), he/she can generate that list for you in a very few
minutes.
