NOTI is correct on this one, although he might be using “cash back” a bit loosely. Let’s say a casino awarded you $5,000 appearance money and is expecting you to play $250,000 through the “definitely less than 99%” machines. This 2% arrangement would be enough to make 9/5 Jacks very playable — 8/5 Jacks not so much (unless you also received substantial extra goodies — which is possible). Calling that “cash back” is not such a stretch.
Is such a deal available 24/7 at your local casino for quarter players? Of course not. Is it available for higher-stake players on occasion? Absolutely!
