If you have a progressive strategy with break points, when you commence playing you will use the break point values equivalent to the progressive meter. But what do you do as the meter advances: 1) continue to play with the same strategy you began with at the start; or 2) change the play of the hands in accordance with the break points as the meter advances.
Well here's a question I had to answer daily when running the team. We actually had 2 separate strategies. One for when we were in competition with other players, and one for when we had all the seats on a progressive.
Both techniques are valid, but for different circumstances. By bending for the rising meter you increase your per hand earn, while decreasing the total number of hands you'll get out against that meter. The issue occurs because after one hits a progressive, one cannot continue playing with an edge on that same bank. You put yourself temporarily out of work. This is not an issue on non-progressives, where one can continue after a jackpot, and falls under the category of progressive only quirks.
By playing conservatively and ignoring the high meter you make less per hand for longer.
It turns out that playing as though the meter was at break-even, nets to most total income for that play. This can be checked with the "V" equation from my book.
There are other factors that override this concern. Competition level, opportunity cost, etc... It's much too large a topic to cover fully here. It is covered completely in chapter 5 of my book, "Is That a Calculator in Your Pocket, or are You Just Happy to See Me".
The quick and dirty answer is that if you are in competition you should bend, and if you are alone you should play conservatively. This answer is by no means complete, but it is all that space will allow.
