When it is stated that a game has a progressive meter of 1% etc., does

A 1% meter means that it advances by 1% of each wager. On a $1
machine, for every $5 wagered, the meter increases by $.05.
Since this is 1% that won't otherwise be held by the house, the house
edge is indeed reduced by that amount.
