Although its slowly changing Boyd treats the downtown casinos kind of weird and maintains casino-specific marketing departments that tend to do their own thing. The three downtown casinos are grouped together, with one casino identified as your "home" casino (almost always the one you originally received your Players Gold card from, or the first to show play if you never had a Players Gold card). That being said, the Cal and MSS semi-share marketing and make it relatively easy to transfer offers between them. Fremont, while under the "downtown casino" umbrella, has a distinctly seperate marketing group that tends to not be very flexible with offers received at the Cal or MSS.
The other Boyd properties in Vegas don't follow the home casino route and will give offers based on play at both their casino and other Boyd properties.
Hosts are entirely different. Because their comps are discretionary they can comp as they see fit regardless of "home" casino or where your play was actually at. If you have the play to get it a host is probably your best bet since the marketing information in your account doesnt prevent them from issuing a comp.
I'd call MSS Casino Marketing directly if you are not getting the response you need in email. The different responses might be because your email was routed to multiple marketing groups within Boyd, each with their own explination or reason. Clearing it up with MSS marketing should start to generate marketing-based MSS offers for you.

I can only relay what I receive. I play at all of the 3 casinos that you mention and I receive offers from all 3 of them. I do ,however, get better results by dealing with hosts at all 3 properties.

I get offers for Sam´s Town (where I play a lot) and Orleans (where I hardly play) on the B-Connected site. My friend gets offers for these two and MSS.
When I emailed to ask why I don´t get any MSS offers (I used to get lots in the mail) I got two responses from two different people. One said they didn´t send me offers because MSS is not my home casino, the other said I wouldn´t be getting any offers at all based on only two days of play in my history (however, I have been playing there for years).
When I send another email expressing my confusion I got no further reply. I´m guessing, with all the cuts, that´s it for me at MSS...
