It's likely that you accidentally or unknowingly installed some "adware" on your machine, a program that stays active on your system, watches what sites you visit, and pops up ads that seem appropriate to what you're looking at or searching for. For instance, if you (or somebody else using your machine) ever clicked on a link offering you free desktop theme software, you might have been prompted to install a program called "bargainbuddy" or "gator" or "banzaibuddy" as part of the bargain.
First, look in the "add/remove programs" control panel to see if something obvious (like the three programs I just named) was installed. If so, uninstall it.
Then, run Norton Antivirus or Ad-Aware or some similar utility program to track this down and fix it.
