We like the buffet at Paris, but our absolute favorite is Mon Ami Gabi at Paris--although technically it is not a "Harrah's" restaurant. It is one of several Mon Ami Gabi's across the country. That also means they will not take points directly, but you can go the Total Rewards booth and turn your points into a voucher that they will honor.
Mon Ami Gabi is a reasonably priced french bistro with a patio that overlooks the Bellagio fountains across the street. Every time we have eaten there the food has been quite well prepared, particularly so considering the moderate cost.
We try to pick a day that is not too hot or cold (depending on the season), go there for lunch and watch the fountains. Very pleasant.

On the subject of places to eat at Harrahs properties, I think that the food at Nero's (Caesars Palace) is excellent. Of course, like every Caesars >restaurant it is very expensive and only a good choice when paying with points. I also like Noodle #9 for excellent informal chinese food. For lower >priced food at Caesars, the food court is very good.
I have found the Augustus Cafe to be inconsistent, sometimes excellent and sometimes horrible but always overpriced. The Mesa Cafe, likewise is >always busy, but inconsistent. I have had both excellent and terrible meals there. Rao's does not live up to the hype! Do the waiters try to create a >New York atmosphere by being intentionally nasty?

Ballys Steakhouse for Sunday brunch - get reservation - very expensive
though, about $65 but worthwhile if you have the comps
Ballys - Chinese is pretty good but on expensive side for Chinese
Paris - Eiffel Tower - pretty good view and food and service - figure about
$100 per person for full meal with appetizers, desert, 1 drink
Paris - Le Provencal - Italian/French cooking at economical prices. A
little singing by the staff too
Paris - coffee shop - pretty good food, good onion soup
Paris - Mon Ami Gabi - decent French cooking - if weather is nice, outside
patio is great place for people watching
Caesars - Hyakumi - Japanese steakhouse. Good tempura, terriyaki, sushi.
Teppanyaki is good but expensive at about $60 or more per person (better
teppanyaki at lower prices at Benihana in Las Vegas Hilton)
Harrahs - buffet is very good - I enjoy the deserts there, and good boston
clam chowder
Rio - Carnival buffet - you cant beat it - one of top 5 in town
Seafood buffet - overly expensive and not enough lobster anymore,
but they do have sushi and crab legs, etc.
Gaylord Indian - if you like Indian food, this is the place at
harrahs

Places to avoid
Caesars - Rao - overpriced and noisy - Italian (go to Harrah's Italian
instead)
Beijing Noodle Nine - white on white is annoying, food
bland, overpriced (go to Chinatown instead)
Paris - Buffet - not worth the wait - only worth doing if you are Diamond
or higher, go to front of line, and happen to be staying at Paris; some
people praise it but it just isn't that good in my opinion (if you want great
buffet go to Bellagio, Rio, or Planet Hollywood instead)
Harrahs - The Range - so-so steakhouse
