I noticed that the 7h appeared on one of the lines after it was
discarded on the bottom line. I thought in multi-line games if 3 cards
are held all lines are drawn from a 47 card deck and not just the
bottom line? If it is the latter does that mean penalty cards are
virtually irrelevant in multi-line games, the more lines the less
relevant?

7h wasn't held, just coincidentally drawn in same position
