Not a dumb question at all. Sam's Town has many older, coin only
machines. Some of the machines are over 10 years old. Any win over a
certain amount (I don't know what that amount is) has to be paid by an
attendant because the hopper only holds so many coins. That's why the
RF has to be paid by an attendant. The machine is not a Ticket In -

That is right, any coin-clunker usually has a maximum payout in actual coins.
Like 1,000 for quarters and 400 for dollars.
Another thing is when this TITO thing started sweeping through casinos there
still were alot of hand-pays required over a certain amount won. Maybe it was
to appease the floor people who were used to getting tips on hand-pays and
even hopper fills? Maybe it was to appease the bean counters who didn't trust
this new-fangled TITO system and wanted hand-pays over a certain amount. Also,
some older machines, when they were converted to TITO still had the same
payout restrictions as when they were coin-clunkers.
