I got 101.3977 @ 27.3797. All I did was increase the payout for 4 of a
kind to 215 in Winpoker. Don't know if this is right since I am sort
of math challenged.

You've taken the right approach, but your math mechanics may be off a bit.
Quads pay 600 * 14 (double sevens) / 13 = 646.

I think you are underestimating the variance. All quads paying 646 is different that 12 quads paying 600 and quad 7s paying 1200, at least in the variance calculation. EV will be the same either way.
