Can I receive the bounceback without checking in?

Did you receive BBC or free play? If it's free play, you do NOT
need to be staying at PEPP in order it access it. If you haven't
established a PIN #, stop by the player's booth and do that. If you
already have a PIN #, get directions for playing off the FP (from
the booth) insert your card in a selected machine, follow the simple
ditections, and play your FP.
Among other games, you can use FP on 10/7DB and 10/6/40DDB.
If you actually got BBC, I'm not sure of the procedure, as I've
never receieved BBC from PEPP.

Last month I received an offer giving 50 dollars BBC. I got a pin number at the players desk and went to a specially marked machine (about 90% of all the machines are acceptable), inserted my card and followed the directions on the instructions card. I immediately received 50.00 credit that I could have collected and left without playing at all. I foolishly sat there and lost that 50 and another hundred.

Yes. In fact, it's preferable to do it that way at the Peppermill if you don't need the room, as otherwise the room will be posted to your comp account. If you are staying at the Atlantis on an offer, the room is not deducted from your comp account.
OTOH, some people prefer the rooms at the Peppermill (especially compared to rooms at the Atlantis that have not yet been remodeled).
As for getting your free play onto a machine and cashing out immediately, you will find that you cannot do it. If you put $100 free play in a machine, play $5 worth of hands (for example 4 hands on a $.25 machine), and hit casah out, then you will get a ticket (assuming you won money on at least one of the hands), but $95 will remain in the machine. You have to play through the free play at least once before cashing out if you want to get the full amount shown on the machine.
