The original question was in regards to whether casinos could program VP machines to hit fewer quads, and someone said no, that's something they might lose their license over. That's basically correct. They cannot (legally) tamper with the machines to change the way they deal cards to produce intentionally non-random results.
Your story about casinos using computers to tell them when to shuffle live BJ games is interesting, but it has no bearing on VP randomness.
