Penalty Card Definition

Your definition seems to be perfect for those machines that have the
proper Payschedules (mainly from vegas). For those machines (mainly from
Indian casinos) with really bad Payschedules such as 8/5 DB, 6/5 BP,
etc., do we still put into consideration these penalty cards in our play
strategy in general?

Each paytable for every game has it's own optimum strategy
and it's own penalty situations. If you want to include penalty
considerations when playing 8/5 DB, then use the penalties
that apply to 8/5 DB.

The pont is, the kind of gambler who is going to make a BIG effort
to learn a penalty card oriented strategy isn't in general going to
be the kind of gambler who is going to tolerate poor pay schedules.

His time would be better spent scouting good payouts out, as this
ivestment will affect his return by the order of percentage points,
whereas learning penalty cards might affect it by hundredths of a
percentage point.
