Past Posting is when you know the results but the person taking the
bet does not know the results and is still taking bets. It involves
perhaps you having knowledge in advance that your bookie will not
have for another minute or so. Very tough to do but possible and
once you do it once the bookie probably will not take your bets
again.

The ban on telephones at race tracks was to boost attendance and
make people pay to get in to place bets and also to prevent bookies
from laying off money at the race track when wagers had become
unbalanced due to a large bet on one horse. They would attempt to
bet some of the wager at the track to share the risk. Also, to
prevent interstate gambling as well.
