Palms "Legend" Slot club card

I was told that it is only for big slot players, VP does not qualify you.

These things are rarely written in stone, though. If you are a big loser at
high denom VP, especially if you play something other than NSUDs and 9/6 JOB,
you might ask if you can get the Legend card.

I did confirm with the Club Palms that this card exists but they would not tell me how many of them are out there.
