Does anyone know who tightly throttled the host are to this
apparently asinine comp policy. This seems quite anti-local to me . I
mean they do advertise themselves as "the locals favorite casino" do
they not.

No, Stations, Coast and some other locals-friendly places base
their
cashback on total play, usually total coin-in. Stations are very
open about
what is earned. (One not well known fact about Stations is that you
get
off-point comps based on Dollar and up play, not total coin-in like
all
their other policies.)
Palms and Hard Rock are the only off-strip ones I know of
evaluating locals
based on trip average rather than a cumulative measure. Does anyone
know of
others?
