Your memory is correct. The $1 BSP at the Palms is 16/14 not 16/15.
There are actually two 16-15 versions though I have never seen the 20-10
(SF-Quads) version (except to practice online at ledgaming.com) which is
100% ER. The 16-15 multipliers 16-8 version (99%) is the highest ER game
at one of the casinos I monitor.

The only full pay 20-10 version , that I have seen, is at the Peppermill reno and available from 25C to $5.
