I was in the Palms last week playing 9/6 JOB for quarters and
noticed that the SF paid only 239 instead of 250. That is the first
time I have seen this at the Palms.

The Borgota in Atlantic City did that when they first opened. After a couple month's, they changed them all to 250.

A 239 coin payoff would make sense if you were playing $5 coins. It would make a straight flush payoff $1195.
