I think I know a way to make sure to avoid those nasty $3 envelopes.
While your hand is in the box, pinch the envelope. I think it is
possible to feel when one is thicker due to the 3 bills. I have
only done this 1 or 2 times, so I don't know if I have been lucky or
skillful. The good news is that this trick has no downside that is
obvious, since few if any prizes will be thicker unless they are
filled with 1$ bills.

I got $5 and the entertainment of watching them catch a woman who grabbed about 6 envelopes. So for an estimated $18 - $30 she what? Got arrested? Certainly lost her card and future mailers. I always thought if I was going to steal it would at least be for a significant sum.
P.S. Scratcher #1 was for a free Megabucks pull. According to the clerk it's worse than we feared. Most scratchers are only drawing entries, not even for food.
