I can't see the Palms offering anything "better" than the 1/4% in FP that
new points are already worth, so probably no reason to let them build up.
The only exception I can think of is paying with new points at the buffet.
Higher card levels get big discounts, up to 75%, when paying with points,
so it might be worth it for some people to leave enough to cover a few
buffets in their account.
