Back in my college days, I worked some crappy jobs. One of them was
1st level collections. 95%+ was from people who legitimately forgot to
make a payment / lost in transit. You could tell who they were,
although we did not see their account we saw a one year and three year
of payment history (on time pay or not). The other 5% well.... You
wanted to go to their house with a bat to make them pay. I had one
person tell me that they were not going to pay and that there was
nothing I could do about it. They were correct. Except for send their
account to 2nd level collections and suspend every charge account they
had with us.
