Not paying back your markers

And that's what they are -- stories.

The chance of any representative of a casino in a U.S. regulated
jurisdiction threatening or using violence to collect in 2007 is zero.
As in, not a chance.
Not in a house, not with a mouse.

Even Clem's Roadkill Grill and Slot Bar in far east Elko is licensed, and
that license wouldn't be worth a damn plug nickel if'n it was even to be
rumored that Clem's boys was using them Eye-talian boyz to help some them
late payers get their minds right.

There's also this little thing today called the RICO statute that could put
Clem and his kin in the pokey for darn near eternity.

And finally, they don't really need them legbreakers no more, causin' they
get theyselves a real nice set of court rulings in the 80's sayin' them
markers is legal as all get-out, jes like that paper says you still owe half
a million on that thing you call a house (if you livin' out in the
Southwest).

By the way, we might stand a better chance with the "collectors"
rather than having to battle Dewey Cheetam and Howe.

One of the great ironies in the history of legalized gambling is the manner
in which the normal rights afforded any other legitimate business were
denied to casino owners.
Can you imagine running, say, Boeing or Microsoft or Nordstrom or Hyatt and
being told, "Oh, by the way, all those people who owe you money? You can't
do anything to collect. Those debts aren't legal." No business runs
without credit, but gambling? Not a chance. What do you think they're
gonna do?

Why did the mob originally own Las Vegas? They like cash, and skimming, and
vice, sure. But so do other "businessmen."
Problem was, there was no legitimate source of financing for casinos --
corporations wouldn't touch them.
The only way to get $100 million or so to build a casino (or a small parking
garage today) was to get a union "loan".

By not giving casinos the rights of other businesses -- because they weren't
seen as fully legitimate -- the state actually made it impossible for them
to be legitimate.

I remember scanning some New Jersey gaming statutes/ regulations a
while back. One of the provisions was that a marker need not be
repaid if there was a failure on the part of the casino to payout on
a winning bet. Does the State of Nevada (or any other state) afford
the gaming public the same "right"?

It would appear to apply to a table game such as Roulette, where the
dealer says "no more bets" and a late bet is placed or a card game
where the bet exceeded the posted maximum and the house only paid the
winner for the table limit not the actual amount wagered, which was
higher.

Has anyone else seen or heard of this law and do you think it could
be applied to Video Poker Machines? How would such a law apply to
someone who was previously trespassed. Does he get to keep the net
winnings after the house deducts for the value of the marker?

I read the statute that states that the NJ casinos must pay off
winning bets that exceed the table limit. There is no exception. The
dealer must remove the excess wager before dealing the first card.
Also, "no wager may be made, increased or reduced after the first
card of the hand has been dealt." In a face up shoe game of BJ,
does "dealt" mean removed from the shoe but still face down on the
felt or "exposed" and placed next to the player's wager?

I imagine that the disputed bet must be on record as a complaint with
the NJ Casino Control Commission before the player would be legally
excused from repaying the marker. Otherwise, the facts would have to
be resolved as a civil matter: One party would sue the other and a
judge or jury would decide.
