In Mississippi, no, you cannot get a refund
In Louisiana, you will get a partial refund by filing a non-resident tax return. However, once you get over $50,000 in Louisiana handpays, you will get very little (if any) refunded.

LOL $50,000.....in my dreams:) Why then would a non-resident want to gamble in these two states?? Double taxes?? No thanks:)

The answer for me is that Shirley and I get generous offers from Harrah's New Orleans regularly --- and my first one ever recently from Tunica so a 3-legged trip from Vegas to Memphis to New Orleans to Vegas will take place next month --- that make it worth our while. As an example: We just got back from a 10-day cruise including Hawaiian Islands and then cross-Pacific to Vancouver, sponsored by Harrah's New Orleans. Last year they sent us on a 10-day Mediterranean cruise. Frequently our offers include money and almost always $800 in airfare. Cross-country airline flights aren't fun but since we still have 30,000,000 old Station Casinos points that are worth $30,000 in travel bucks, this is a way to turn these otherwise-worthless points into cash.
Since I live in Vegas it takes a juicy offer to get me on an airplane (i.e. I never go "just to gamble"). But we get these offers from New Orleans and sometimes other Harrah's locations regularly. The offers make the EV positive enough to interest me --- and taking Shirley on cruises scores points on the homefront.
To be sure the state taxes/fees aren't fun, but they're just a cost of doing business. In New Orleans I can play enough on $1 Five Play NSU (all in one day, of course, to maximize offers) to keep getting these offers and the state fees are minimal on that machine. (i.e only for royals or 2-or-more sets of deuces at the same time). Recent posts here indicate Tunica has $1 9/6 Jacks so I guess that's what I'll play. (If they have Triple Play or Five Play machines in that game I'll play those.) I'll play however much I can in one day --- and we'll see if that's enough to get future offers.

I do not know about LA but it is 3% in MS. PS: They call it a fee
rather than a tax which means you cannot reduce your home state tax.

This isn't accurate. I got a W2-G from MS last week. Box 14 clearly
is listed as "State income tax withheld". I certainly plan to offset
it as a credit against the state income tax liability in my home
state. This is consistent with what Marissa and Jean day in Tax Help
for Frugal Gamblers (P 104).
