No more witholding taxes in the US on jackpots for Canadians?

A good friend of mine just returned from Las Vegas and told me that he had won a $2000.00
jackpot at one of the off-strip casinos and was told by the floor person who took his ID that
they were no longer obliged to with-hold on jackpot wins for Canadians as of the beginning
of this year. He got paid the full amount and left a VERY happy fellow. Could anyone please
confirm that this is true as I have looked for info all over the internet and cannot find
confirmation of this.

You would think that if there was some new IRS directive on this, all
casinos would have it, and it would be findable online.

I have looked, and could find nothing. Moreover, both my wife and
myself had the normal 30% withheld on $2000 royals at Seneca Niagara
last Friday. There was absolutely no room for discussing the issue
with the staff there - in their view, it's 30% withholding - period.
