Kudos to John Frey for his persistence and intelligently framed
questions. That definitely helped point the way to the clear answers.
And a nod of appreciation to Tom Sims. For all the half-dozen or
lists this discussion has appeared, this is the sole one to issue Mr.
Frey's correspondence in its entirety.
Now it may be interesting to see how other jurisdictions, state,
foreign and Indian, respond to similar questions.
